NDIS Funding Flexibility: What It Means and How to Make the Most of It

The NDIS gives you something incredibly valuable: flexibility. But what does that actually mean for you, and how can you use it to make your funding go further?

If you’ve ever looked at your NDIS plan and asked, “Can I use this funding for something else?” or “Why can’t I decide how this money gets spent?” We’ve got good news for you! The NDIS allows flexibility, especially in your Core Supports budget. This means you can often use your funding in ways that better suit your life as it changes from day to day or week to week.

Let’s break down what funding flexibility means, which parts of your plan give you the most freedom, and how you can make the most of it.

What Does Funding Flexibility Mean?

Funding flexibility means you can use certain parts of your NDIS budget across different types of supports, within the boundaries of your plan. The NDIA designed this feature to give you more control, especially when your needs change unexpectedly.

For example, maybe you need extra help at home after a hospital visit or want to pause therapy to focus on community participation. Instead of applying for a full plan review, flexibility allows you to shift how you use your supports to suit your current circumstances.

Which NDIS Budget Areas Let You Be Flexible?

Not all parts of your NDIS plan work the same way. Some areas give you more freedom to decide how and when to spend your funding, while others are more fixed. Here’s a simple breakdown to help you understand:

Core Supports: The Most Flexible Part of Your Plan

This is where you have the most control. Core Supports cover your everyday needs. These are the things that help you with daily living, getting out and about, and staying connected.

You can usually move money between these four areas, depending on what you need at the time:

  • Daily living: Help around the house, personal care, showering, cooking 
  • Transport: Getting to appointments, work, or community activities 
  • Consumables: Everyday items like continence products or low-cost equipment 
  • Community participation: Support to join social groups, sports, or hobbies 

So if you need more help at home this month and less transport, you can usually shift your funding without needing special approval. This is only possible if your plan doesn’t include any specific restrictions like “stated supports.”

Capacity Building: Some Flexibility, But Less Movement

This part of your plan helps you build skills and independence over time. It includes funding for things like therapy, counselling, employment support, or learning how to manage money.

The NDIA divides this funding into separate areas. And, you’re expected to use each part for its intended purpose, so you usually can’t move money between categories. For example, you can’t use funding for therapy to pay for employment support.

Capital Supports: Fixed and Specific

Capital Supports are for big-ticket items. The things you don’t buy often, like a wheelchair, hoist, or home modification. The NDIA approves these purchases for very specific reasons.

You can’t move this funding around or use it for anything else. If your plan says you’ve been funded for a particular item or piece of equipment, you must use the money exactly as outlined.

How You Can Make the Most of Flexible Funding

Knowing you have flexibility is one thing. Using it well is another. Here are five ways to stretch your NDIS budget and adapt your supports to your needs.

1. Adjust Your Supports as Life Changes

If your situation shifts, your plan should shift with you. You might need more personal care one month, then more transport the next. Core Supports flexibility allows you to make these changes without needing a formal review. Just make sure your goals still support how you use your funding.

2. Choose Providers Who Offer Value

Not all providers charge the same or offer the same outcomes. By working with providers who offer great service and good value, you can make your funds last longer. You can also combine support workers or mix services to suit your routine.

3. Track Your Spending

Stay on top of your budget by checking in regularly. Use the NDIS Participant Portal or ask your plan manager for updates. A support coordinator can also help you monitor usage and avoid running out of funds too early. Or, help prevent you leaving unspent funds on the table.

4. Team Up With a Support Coordinator

Support coordinators do more than help you connect with providers. They can show you how to use your plan strategically, find flexible solutions, and ensure your spending aligns with your long-term goals. They’re your go-to for making your plan work smarter.

5. Think Outside the Box (But Stay Within the Rules)

You can use your funding creatively, as long as it relates to your disability and plan goals. For example, a support worker can help you attend a gym class, build social confidence at a hobby group, or support you with shopping and meal prep. If you’re unsure what’s allowed, ask your support coordinator to help you check.

Can You Move Funds from Capacity Building to Core?

In most cases, no. The NDIA usually doesn’t allow you to move funding from Capacity Building to Core Supports unless they’ve made specific exceptions in your plan.

Some plans include “Stated Supports” or “Fixed Budgets,” which means you must spend the money exactly as outlined. That’s why it’s so important to review your plan in detail, with the help of a support coordinator or plan manager who knows what to look for.

How to Increase Flexibility in Future Plans

If you want more control over your next plan, speak up during your plan review. Here’s how:

  • Be specific about what changes you need and why 
  • Share evidence that shows how flexible funding helped—or how rigid funding limited you 
  • Request plan management or self-management if you want more say over providers and spending 

The more clearly you explain your needs, the more likely the NDIA will approve a plan that gives you choice and control.
